What Is Make Ready Cleaning? A Guide for Virginia Beach Property Managers

A clean, empty apartment kitchen with bare counters and open cabinets, ready for a new resident

When a resident moves out, the apartment sits empty until it is ready for the next one. The make-ready is the work that gets that unit back to leasing. Cleaning is the last step before the unit is shown or handed to a new resident. At E3R Cleaning LLC, that cleaning step is the part our team handles. This guide is for property managers and landlords in Virginia Beach and across Hampton Roads. It explains what make ready cleaning covers, where it fits and how to check the work.

What does "make ready" mean for apartments?

Make ready is the work that prepares a vacant apartment for its next resident. It usually includes a walkthrough, maintenance and repairs, paint and a full cleaning. Make ready cleaning is the cleaning step. It happens after maintenance and paint are done, so the unit is clean, empty and ready to show or move into.

You may also hear the term "make-ready technician." On many properties, this is the maintenance person who handles the repair side of a turn. Cleaning is often a separate job, done by a cleaning team that comes in once the repair work is finished.

Make ready cleaning, move-out cleaning and turnover cleaning: what is the difference?

These terms overlap, and the cleaning work can look alike. The difference is who books it, when it happens and what state the unit is in.

TypeWho usually books itWhen it happensState of the unit
Make ready cleaningThe property managerAs the cleaning step of the make-ready, after maintenance and paintEmpty, repaired and painted
Turnover cleaningThe property managerBetween one resident and the nextEmpty, between leases
Move-out cleaningUsually the resident who is leavingAt the end of the lease, before the keys are returnedBeing vacated, before any make-ready work

If you are a resident, move-out cleaning is the service built for you. If you manage the property, our apartment turnover and make-ready cleaning service covers the cleaning step of your turns.

Where cleaning fits in the make-ready process

A make-ready works best in a set order. Each step protects the next one.

2. RepairsMaintenance fixes what the walkthrough foundRepairs can leave dust and debris behind
3. PaintWalls and trim are painted or touched upPaint can drip and dust can settle on floors and sills
4. CleaningThe full unit is cleaned, inside appliances, cabinets and closetsCleaning after the dusty work means nothing is cleaned twice
5. Final checkThe unit is reviewed before it goes back to leasingMisses get caught before a resident finds them

Time matters at every step. The National Apartment Association gives seven working days as an average guideline to turn an apartment home. It also notes that management groups frequently expect five working days, and at times only three. Cleaning is one part of that window. When repairs or paint run late, the cleaning step gets squeezed.

What make ready cleaning includes, room by room

A make ready clean covers the whole empty unit, not only the surfaces you see first. Here is a short summary of what our team covers:

  • Kitchen: inside the refrigerator, oven and cabinets, cabinet fronts, underneath appliances, and a full disinfection.
  • Bathrooms: disinfected, with mirrors, glass doors and fixtures cleaned.
  • Bedrooms and living areas: ceiling fans, light fixtures, inside closets, shelves, blinds, window sills and frames, and windows cleaned inside.
  • Whole unit: vacuuming, mopping, baseboards, doors and door frames, light switches, and paint removed from floors.

Disinfecting comes after cleaning, not before. The CDC advises cleaning surfaces first and then disinfecting, with extra attention to high-touch surfaces. The EPA notes that a disinfectant works only if the surface stays visibly wet for the product's full contact time. The CDC also has a short guide on cleaning, sanitizing and disinfecting.

What it usually does not include

Make ready cleaning is a cleaning service. Other parts of the make-ready usually go to other trades or your own maintenance staff, such as:

  • Repairs and maintenance work
  • Paint and touch-up
  • Pest control
  • Carpet replacement
  • Removing furniture, belongings or trash left behind by the last resident

Our team cleans the unit once it is empty. Removing items a tenant left behind is not part of the service, so plan the cleanout before the cleaning date. If a unit just had a major renovation, the dust load is much heavier than a normal turn. In that case, post-construction cleaning may be the better fit. If you are not sure where the line falls, ask for the scope in writing.

Planning around move-in dates

"Make ready priority" is the order in which your vacant units get turned. When several units are empty at once, not all of them can be first. Many teams rank them in a simple way:

  1. Units with a move-in date already set
  2. Units that are leased or have an approved applicant
  3. Units with tours scheduled
  4. Units that have been vacant the longest

Rush turns happen. A move-in date gets set for the next day, or several units turn in the same week. Early notice helps most. Share each move-in date and the planned finish date for maintenance and paint as soon as you know them. Ask your vendor how they handle short-notice requests before you need one.

Checking the unit before it goes back to leasing

A short walkthrough after cleaning catches misses before a resident or prospect does. A good check includes three things:

  • A walkthrough: open the appliances, cabinets and closets, not only the main rooms.
  • Dated photos: take your own photos of each room once the unit is ready.
  • A short punch list: write down anything that needs another pass and who owns it.

If the unit will be used for tours, it needs to stay show-ready between visits. For units your team shows often, model unit cleaning keeps them presentable.

Records also matter for a legal reason. In Virginia, Code of Virginia § 55.1-1226 covers move-out inspections and the timeline for returning security deposits. That is one reason a dated, clear record of the unit's condition is useful. This is not legal advice.

What to send your cleaning vendor before the turn

The clearer your request, the better the result. Before each turn, send your vendor:

  • The unit number and size, with the number of bedrooms and bathrooms
  • How to get in, and who to contact on site
  • The move-in date, or the date the unit needs to be ready
  • What maintenance and paint have finished, and what is still open
  • The finish standard you expect, such as inside appliances, cabinets and closets

The ISSA Cleaning Industry Management Standard calls for a written, site-specific scope of work. A written scope means both sides agree on what "done" looks like before anyone arrives. If you manage more than one community, our property management cleaning service can work from one scope across your units.

Why turn speed matters in Hampton Roads right now

The local rental market is tight. The Thalhimer and Cushman & Wakefield Hampton Roads Multifamily MarketBeat for Q3 2026 reports overall vacancy of 4.4%, down 110 basis points year over year. In the Virginia Beach submarket, vacancy was 3.6%, down 160 basis points, with average effective rent growth of 6.5% year over year.

Turns are also frequent. Survey figures cited by the National Apartment Association show an average turnover rate of 46.8 percent across apartment rentals. The Rent Ready Turn Economics Report, citing NAA and RealPage, puts the time between residents at 34.4 vacant days. When demand is strong, a unit that sits unfinished is a missed chance to lease. Seasonal moves add pressure too, as we covered in our post on turnover cleaning after PCS season.

A clean community helps as well. Prospects notice the lobby and clubhouse on the way to the unit, which is where common area cleaning fits in.

FAQ

Questions about what is make ready cleaning? a guide for virginia beach property managers

What is a make-ready concern?

The phrase usually means an issue found during a make-ready that must be handled before the unit can be leased. It could be a repair, a paint problem or a spot that needs another cleaning pass. Add it to the punch list and assign it to the right trade.

Should cleaning happen before or after painting?

After. Repair and paint work leave dust, drips and debris behind. When cleaning happens after maintenance and paint are finished, the unit only needs to be cleaned once.

Is make ready cleaning the same as disinfecting?

No. Cleaning removes dirt and grime from surfaces. Disinfecting uses a product to kill germs. The CDC advises cleaning first and then disinfecting, and the EPA notes that the surface must stay visibly wet for the product's full contact time.

How long does make ready cleaning take?

It depends on the size of the unit, its condition and whether maintenance and paint are finished. The National Apartment Association gives seven working days as an average guideline for the full turn, and cleaning is one part of that window. Ask your vendor for a time estimate for each unit before the turn.
